Following the passage of Measure DD, the 2002 bond measure officially known as Oakland Trust for Clean Water and Safe Parks, a group of interested citizens began meeting with then Councilmembers Danny Wan and Jane Brunner to help the City decide how the $198 million bond measure would be implemented. The group eventually grew and began holding regular meetings, and adopted the name Measure DD Community Coalition for the group.

In June 2003, the City Council acknowledged the Coalition, and noted that City staff would be working with the Coalition to guide implementation of the bond measure. In July 2013, the City Council approved a contract to provide administrative support for Coalition meetings.
