新住民參與社區地圖繪製及美食分享工作坊建構新住民社區空間

臺灣從90年代開始，來自跨國婚姻下的新移民女性人數不斷與日俱增，目前新住民總數已逼近50萬人，組成國籍多元，除了中國，還包含越南、印尼、泰國、菲律賓、日本及韓國等。臺北市作為台灣第二大新住民城市，近年來政府積極於生活、就業及學習等層面給予協助，並進一步推廣新住民原鄉文化傳承。臺北市都市更新處更於104年度透過「臺北市新住民多元文化社區深耕空間營造計畫」，促成多元城市的探索與對話，該計畫從社區小尺度出發，舉辦社區地圖工作坊及美食交流工作坊引導在地新住民重新理解並探索社區脈絡，共同思考未來社區空間構想，凝聚社區的互動關係，擴展人際網絡。

透過文獻回顧與專家訪談結果顯示，新住民的人際網絡仍以同鄉為主，除須對應日常生活的社區空間外，社交活動空間並不受居住地限制，反而以交通便利性與場所服務功能為主要考量，因此能提供相關活動與機能完備的新移民會館，成為多數新住民選擇偏好。

特定空間與社區空間的感受差異

活動規劃過程以交通便利為第一考量，「萬華新移民會館」雖不具地域性，但已長期提供新住民生活、教育文化適應等活動為主的；並輔以持續與公部門互動較多的大橋頭地區之「社區規劃師昌吉街工作室」為操作空間。

活動選定於104年11月8日(日)、11月14日(六)，分別於「萬華新移民會館」、「社區規劃師昌吉街工作室」兩地舉辦「生活記憶-社區地圖工作坊」，先引導新住民述說對社區的認識，請新住民在地圖上指認日常生活，例如飲食、購物、通勤、親子休閒遊憩的路線，繪製並分享自己的生活地圖。

透過兩場工作坊的比較，「萬華新移民會館」的參與者包含了新住民與移工，視會館為友善的公共空間，但因非居住於周邊，因此，並不一定熟悉周邊的環境；而「社區規劃師昌吉街工作室」參與者多為居住於附近的新住民，並不清楚社區規劃師工作室的功能，但對周邊相關空間特性多能指認，且隨著住居時間與空間的差異有所不同。

透過相關資料分析顯示，在相同的空間脈絡，隨著文化的差異與來台時間長短不同，對於社區的生活路徑也會產生差異：

居住五年以下的新住民，面對新的空間環境，需要一段時間認識與適應，主要活動範圍集中於提供日常需求的市場、商店，或是提供學習、休閒的校園等；居住五年至十年的新住民，因逐漸熟悉社區周邊環境，使得活動範圍開始擴散，已可指認並介紹居家周邊的市場與餐廳，此外，與家中孩子關聯性最強的學校空間仍是相當重要的活動據點；而居住超過十年以上的新住民，多已融入社區，對空間環境有自我的見解，並可推薦在地傳統小吃，也認識原鄉以外的在地朋友，具有自主擴展個人生活圈的能力與意願。

美食交流打破隔閡
除了理解新住民在社區的生活樣貌，也期待打破文化的隔閡，進一步讓在地居民與新住民有更多的對話交流空間，後期於104年11月29日(日)在社規師昌吉街工作室舉辦「新住民家鄉美食交流工作坊」，邀請新住民與在地居民，共同示範原鄉料理，現場製作酒釀湯圓、越南春捲、金瓜米粉等家鄉料理，從料理故事、示範教學到美食共享，利用美食作為媒介，讓同住一個社區的新住民與居民，有更多互動的機會。

社區參與不缺席

系列活動中，結合昌吉街工作室周邊的閒置空間應用討論，讓新住民依據自身生活的需求與特性，提出了空間改善的想法，並配合本案後續將規劃出不特定對象，但包含新住民需求的新公共空間。期盼透過本計劃提出空間改善實際參與經驗，及美食文化交流的活動，積累新住民融入在地，進而參與地區型空間規劃的可能性。透過多元使用者參與空間規劃，更有機會達到一個多元友善的城市願景。

New Residents Participate in Community Mapping and Food Sharing Workshops Creating Community Spaces for New Residents

Foreign spouses account for 10.45% of the population in New Taipei City, and Spouses from China account for 89.55% of these foreign spouses. To cater to the new residents from various areas worldwide and achieve a diversified city through explorations and dialogues, the Taipei City Urban Regeneration Office has organized community workshops and promotional videos through the “Taipei City New Residents Multicultural Community Cultivation Space Creation Plan.” The objective is to guide the new residents to explore the community, think about the community space related concepts for the future, inspire interaction cohesion in the community, and expand their interpersonal networks throughout the community.

The “Life Memory Community Map Workshops” were held on Sunday, November 8th and Saturday, November 14th at the Community Planners Changji Street Office and Wnahua New Immigrant Hall, respectively. Over 20 new residents participated in the workshops. The events have guided the new residents to describe their awareness of the community; illustrate the routes to the eating, shopping, commuting, family activity, and recreation locations; and draw the paths to general everyday life activities.

During the workshop process, the new residents communicated with each other, discussed their daily lives and good places to bring their families to as well as the gathering events with their fellow sisters after migrating to Taiwan, and gradually get to make more friends. The participants also talked about gradually acclimating to the customs and s integrating into the life in Taiwan.

The “New Residents Hometown Cuisine Exchange Workshop” will be held on Sunday, November 29th at the Community Planners Changji Street Office. Friends of the new residents are invited to prepare fermented glutinous rice balls, Vietnamese spring rolls, and other exotic dishes to share their hometown dishes and foreign cultures; and use these delightful foods to bring out more stories of the new residents in the community.

Events such as community map sharing, public space application discussion, cuisine exchange, etc., have enabled the new residents to have a deeper and mutual understanding into the lives of each others, brought them closer to the community, guided them to know the community, and thereby expended their social networks. The new residents have talked with the locals in order to better understand the community, and the community has provided multicultural community spaces to allow Taiwan to become the second home for the new residents.

HỘI THẢO CHIA SẺ ẨM THỰC VÀ KINH NGHIỆM XÃ HỘI TÂN DI DÂN

KIẾN LẬP KHÔNG GIAN CỘNG ĐỒNG TÂN DI DÂN

Tỷ lệ phối ngẫu nước ngoài tại thành phố Đài Bắc chiếm 10.45%, trong đó phối ngẫu Trung Quốc chiếm 89.55%. Nhằm quan tâm các tân di dân đến từ các nước trên thế giới, đạt được đối thoại và khám phá thành phố đa nguyên văn hoá. Cục đổi mới đô thị thành phố Đài Bắc thông qua “kế hoạch tạo dựng chuyên đa nguyên văn hoá tân di dân thành phố Đài Bắc”, tổ chức bản đồ công tác cộng đồng và video tuyên truyền, hướng dẫn các tân di dân khám phá xã hội, có suy nghĩ tầm nhìn về tương lai, tương tác gắn kết và mở rộng mối giao lưu giữa các cá nhân với cộng đồng .

Vào chủ nhật 8/11/2015 và thứ bảy 14/11/2015, tại văn phòng quy hoạch cộng đồng đường Xương Cát và Hội quán tân di dân khu Vạn Hoa sẽ tổ chức “ Ký ức cuộc sống, phòng công tác bản đồ cộng đồng” , có hơn 20 tân di dân tham gia công tác, hoạt động hướng dẫn các cư dân mới biết nhận thức cộng đồng, và mời họ trên bản đồ sinh hoạt thường ngày vẽ ra thói quen cuộc sống trong việc mua sắm, đi lại, hoạt động gia đình, giải trí. Tại hiện trường còn trưng bày bản đồ các cộng đồng quan cuộc sống tân di dân.

Trong hội thảo, các cư dân mới giao lưu trao đổi kinh nghiệm, chia sẻ các tiện ích trong cuộc sống, các hoạt động sau khi đến Đài Loan và các dịp hội tụ chị em đồng hương. Qua đó họ có thể quen biết thêm nhiều bạn bè. Ngoài ra họ còn trao đổi làm thế nào họ có thể hoà nhập với cuộc sống và tập tục tại Đài Loan.

Vào chủ nhật 29/11 tại văn phòng quy hoạch cộng đồng đường Xương Cát, tổ chức “ Hội thảo giao lưu ẩm thực quê hương tân di dân”, mời các tân di dân tại hiện trường chia sẻ cách làm chè cơm rượu, gỏi cuốn Việt Nam.v..v.. các hương vị khác nhau giữa các nước. Thông qua ẩm thực khiến họ có thể giao lưu nhiều câu chuyện khác nhau trong cuộc sống.

Thông qua các chia sẽ thảo luận về sử dụng không gian công cộng, giao lưu ẩm thực..v..v.. khiến chúng ta hiểu về cuộc sống của nhau hơn, giúp các tân di dân có thể tiếp cận với quan hệ xã hội và có nhận thức về cộng đồng hơn, mở rộng mối quan hệ giao lưu. Ngoài ra tân di dân còn có thể trao đổi với dân bản xứ để tìm hiểu thêm về cuộc sống, sử dụng tốt không gian đa nguyên văn hoá, để Đài Loan sẽ là quê hương thứ hai của tân di dân.

〈印尼語版〉

Penduduk Baru Turut dalam Lokakarya Pembuatan Peta Komunitas dan Berbagi Kuliner. Menciptakan Ruang Komunitas Penduduk Baru

Dalam populasi Penduduk Baru di Kota Taipei, pasangan asing mencapai 10,45%, sedang pasangan dari Cina telah mencapai 89,55%. Pemerintahan Kota Taipei ingin lebih memperhatikan para penduduk baru yang datang dari berbagai penjuru, serta mencapai penelitian dan dialog kota yang multifungsi, dengan melaksanakan video promosi dan lokakarya pembuatan peta komunitas lewat program Pembangunan Ruang Komunitas Mendalam Multikultural Penduduk Baru Kota Taipei. Bertujuan menarik minat penduduk baru untuk menjelajahi daerah sekitar tempat tinggalnya, dan memberikan ide pemikiran tentang ruang gerak komunitas di masa depan, supaya dapat mempererat serta memperluas hubungan antar masyarakat. Telah dilaksanakan Lokakarya Memori Hidup dan Peta Komunitas pada tanggal 8 November (Minggu) dan 14 November 2015 (Sabtu), bertempat di Kantor Perencana Komunitas jalan Changji dan di Wisma Imigran Baru Wanhua, yang dihadiri oleh lebih dari 20 orang penduduk baru. Dalam kegiatan itu, penduduk baru dipandu untuk menuturkan pengenalannya terhadap komunitas setempat, dan diminta menunjukkan tempat-tempat mencari makan, berbelanja, jalur berangkat kerja, kegiatan keluarga, dan tempat rekreasi. Menggambarkan jalan yang dilalui dalam kehidupan sehari-harinya, dan dipertunjukkan peta komunitas penduduk baru.

Pada 29 November (Minggu) dilaksanakan Lokakarya Berbagi Kuliner Kampung Halaman, di Kantor Perencana Komunitas Jalan Changji. Dalam acara itu mengundang teman-teman penduduk baru berpraktek membuat makanan khas negaranya. Berbagi kuliner kampung halamannya dan berbagi kebudayaan. Lewat berbagi kuliner, mengagitasi semakin banyak cerita penduduk baru di daerah tempat tinggalnya. Dari berbagai kegiatan seperti berbagi peta komunitas, membahas penggunaan lahan umum, berbagi kuliner dan lain-lain, dapat lebih memahami konteks kehidupan, dan lebih mempererat hubungan antara penduduk baru dengan masyarakat sekitar, memandu penduduk baru mengenal masyarakat sekitarnya, dan makin memperluas jaringan internet dalam komunitas. Para penduduk baru berdiskusi seru dengan penduduk setempat memahami wilayah sekitarnya, sedangkan komunitas memberikan ruang gerak yang multikultural, sehingga Taiwan bisa serupa dengan keluarga kedua bagi penduduk baru.
