The West End library was built in 1936, and was funded by a grant from Roosevelt's Works Progress Administration (WPA). The building was designed by Carl Werner. It is on the City of Alameda Historical Register and is eligible for the California State Historical Register. In 1995, Muller & Caulfield Architects completed the construction of a disability ramp to the building.

Building renovations were completed in June 2011 with structural and seismic improvements, improved electrical and data systems, HVAC, new furniture, lighting fixtures, and more computers. Original art was installed by three local artists, Debey Zito, Owen Smith, and Terry Schmidt.
